Certification or Supply Requirements (QRF): RFQs are very similar to PHRs, but are used when the scope of the project or the needs of the government agency is not yet clearly defined. In principle, the Agency establishes a list of previously approved suppliers, so that if the project, goods or services are required, the pool of pre-qualified suppliers is informed of the submission of its proposal, which goes over the verification process and accelerates the purchase. The acronym SEWP (1993) originally referred to the Scientific and Engineering WorkStation Procurement. In 2007, the full name was changed to “Solutions for Enterprise-Wide Procurement”, pronounced “soup”, which allowed the same acronym to be retained. NASA SEWP offers a wide range of computer products (Information Technology) as well as product-related services such as installation, implementation, warranty and maintenance, etc. In 2010, the contract offered more than 1.3 million products from more than 3,000 manufacturers. Solutions for Enterprise-Wide Procurement (SEWP, pronounced “soup”) is a multi-award winning GWAC vehicle that focuses on it products and product-based services. Users of the contract must therefore stick to the SEWP V Fair Opportunity Clause, described in detail under FAR Part 16.505 (b), Orders Under Multiple-Awards Contracts. SEWP V offers a wide range of advanced technologies, including tablets, desktops and servers; Computer periphery equipment; Network equipment Storage systems Security instruments Software products Cloud-based services Video conferencing systems and other computer and audio visual products. Product-based services such as installation, training, maintenance and warranty are also available via SEWP. As an OMB-approved GWAC, SEWP contracts are used by all federal authorities and help government authorities achieve the contract`s objectives for small businesses and SDVOSB.
Spelling plays a role, especially determining who is responsible for the regulatory process that is defined in your government contract. There are critical differences between agencies in terms of their authority and responsibility. On the other hand, the Defence Contracts Audit Agency (DCAA) is the main person responsible for monitoring and auditing the accounting systems of contractors in the performance of their doD work. The Defense Contract Audit Agency also provides these services to other government agencies, but generally calculates other agencies for this service. Most of the DCAA`s work is the responsibility of the Department of Defense, although it does some work for the Department of Energy (DOE) and the National Aeronautics and Space Administration (NASA). For the Small Business Innovation Research (SBIR) program, contractors want to focus on the contractual clauses of the Far and DFAR 16, 27, 31 and 42 parties. Part 16 discusses the types of contracts and implements the billing and cost techniques that a contractor must follow. Part 27 deals with data and intellectual property rights, important issues for companies funded by SBIR/STTR. Part 31 provides a general framework for an adequate accounting system as well as reimbursement rules for a list of typical expenses.
Part 42 defines roles and responsibilities in the management of government mandates. Here too, there are hyperlinks in the Links section that will take you directly to these sections.
